I doubt he'll get $400... Effectively all the plastic parts are generally seen as consumable, and may need replacement. He's basically selling a kettle, stir plate, flask, refractometer, and wort chiller. Some of the rest of what he's selling might be usable again, others might not be...
That said, craigslist is known for haggling...
I think $250-300 is probably a more realistic OTD price. Starting at $400 might be a bit steep as I'm not sure people will necessarily even call him to negotiate... I'd figure about $350 list, with the goal to be able to negotiate a price as close to the $300 mark as he can get.
